Terms of Use

These terms govern use of Lots & Parcel, a service operated by XIGUSA (“we”). By using the service you agree to them. If you use it on behalf of a municipality or organization, you confirm you are authorized to do so.
Access
Access is by invitation for officials of subscribing municipalities and organizations. Keep your sign-in private, and tell your administrator or us promptly if you suspect unauthorized use. Administrators are responsible for who they invite and for removing access when it is no longer needed. The public resident-report form may be used by anyone, without an account.
Acceptable use
- Use the service only for legitimate municipal, governmental, or community-planning purposes.
- Do not use it to harass, intimidate, or contact property owners for purposes unrelated to those duties.
- Do not use its information to decide anyone's eligibility for credit, insurance, employment, or housing. The service is not a consumer reporting agency.
- Do not attempt to access another organization's data, probe or disrupt the service, or extract data in bulk except through the exports provided.
- Submit only truthful resident reports.
Information accuracy
Property information comes from public sources that may be incomplete, out of date, or wrong. Scores and flags are indicators of where to look, not findings of fact: a parcel is never treated as vacant until a person has inspected it. Verify information before relying on it.
Notices and official actions
The service helps officials prepare notices and calculate deadlines from the Customer's ordinances. The Customer and its officials remain solely responsible for reviewing every notice, confirming that it complies with applicable law, serving it properly, and any action that follows. The service does not provide legal advice.
The assistant
Answers from the assistant are generated automatically from the Customer's records and may be incomplete or incorrect. Use them as a starting point, and confirm against the underlying records before acting. The assistant can read records but cannot change them.
Customer data
Customers own the records they create. We use them only to provide the service, as described in our Privacy Policy. Customers may export their records at any time.
Our service
We own the software, design, and branding. We may improve or change features, and we will give reasonable notice of changes that materially reduce functionality. We may suspend access that violates these terms or threatens the security of the service.
Disclaimers and limitation of liability
The service is provided “as is.” To the fullest extent permitted by law, we disclaim implied warranties, and we are not liable for indirect or consequential damages, or for decisions made using information in the service. Our total liability is limited to the fees paid for the service in the twelve months before the claim. Separate written agreements with Customers control where they conflict with these terms.
Governing law
These terms are governed by the laws of the State of Maryland.
Changes
We may update these terms; the date above shows the latest version. Continued use means you accept the update.
